Oh that's easy that is the flag that "Joe" brought with him to last nights debate against Sarah Palin. He wanted to let her know he "comes in peace" so he didn't have to work too hard to remain a "gentle man" when she started having it out with him. :)
I've been curious about this since you posted it and it JUST now hit me. Would I be too bold in guessing that it coincides with the email I got the other day? ;)

It's the flag of the pale people. I have one hanging in my room.
It means that the owner of the yacht is having a meal. This is only flown when the yacht is anchored. It is never flown when the yacht is underway.
If I'm not mistaken, that's the unofficial national flag of France.
